Premier appel à propositions
Du 1er mars au 30 juin 2011

Objectifs
Ø Renforcement de la création et la production des biens et services culturels des États ACP dans un contexte interrégional.

Ø Soutien à un meilleur accès aux marchés locaux, régionaux, intra ACP, européens et internationaux pour les biens et services culturels ACP.

Ø Renforcement des capacités des acteurs, opérateurs, entrepreneurs culturels des États ACP.

Ø Actions incluant les Caraïbes et le Pacifique.

Ø Coopération au niveau suprarégional ACP

Ø Coopération Sud-Sud (Synergies intra ACP)

Ø Projets ayant un impact économique et social

Ø Pertinence pour les bénéficiaires finaux ACP

Demandeur et partenaires
Organisations non gouvernementales ou organismes du secteur privé (sauf TV publique dans 1 cas), de nationalité européenne ou ACP éligible, avec statuts et enregistrées depuis au moins deux ans.

Couverture géographique
Les actions doivent être mises en œuvre dans un ou plusieurs Etats éligibles :

Ø 3 zones géographiques (l’Afrique, les Caraïbes et le Pacifique).

Ø 6 régions ACP.

Ø 27 Etats membres de l’Union européenne et 78 Etats éligibles ACP.

Ø Les bénéficiaires finaux doivent toujours être les populations des Etats ACP.


Cuba, l’Afrique du Sud et les Pays et territoires d’Outre mer (PTOM) sont régis par des règles particulières.

Partenariat
Ø Au moins trois (3) partenaires dont le Demandeur, provenant d’au moins deux États ACP

Ø Si le partenariat en Afrique seulement : au moins deux (2) régions d’Afrique

Ø Le nombre de partenaires ACP doit toujours être supérieur aux autres partenaires.

Montant de la subvention
Ø Entre 100.000 et 500.000 Euros (jusqu’à 800.000 Euros pour le domaine de la distribution et la promotion du cinéma et de l’audiovisuels). Couvrant au maximum: 80% du coût du projet.

Secteurs ou thèmes
Lot 1 : ACP Films II. Cinéma/Audiovisuel (7 Millions d’Euros)

Ø Production
– Documentaires, séries TV de fiction, Téléfilms, Films d’animation, Long-métrages de fiction, Programmes de radio etc.

Ø Distribution/Promotion
– Mise sur le marché et diffusion, soutien à une programmation sur les chaînes de télé, mise en réseau des professionnels, diffusion et exploitation numérique des oeuvres, programmation Radio, etc.

Ø Formation, Professionnalisation, projet ciblé
– Développer les capacités dans les métiers du cinéma, de l’audiovisuel et de la radio, afin d’accroître la professionnalisation de ces secteurs dans l’espace intra-ACP, via la formation professionnelle initiale ou continue et la formation des formateurs.

Lot 2: ACP Cultures II. Tous les secteurs culturels autres que le cinéma et l’audiovisuel (5 millions d’Euros)

– Le théâtre, la musique, la danse, la littérature écrite et orale, le livre et l’édition, les arts plastiques et visuels, la photographie, les arts appliqués, le spectacle vivant et les arts de la scène, la mise en valeur du patrimoine matériel et immatériel, l’architecture, le design, la mode, l’artisanat/métiers d’art, le tourisme culturel, etc.

Ø Domaine Création, Production, Distribution
– Encourager la coopération des opérateurs culturels ACP au niveau transnational pour mettre en œuvre des activités culturelles communes et permettre l’émergence d’un « tissu industriel » des cultures ACP.

Ø Domaine Formation Professionnalisation
– Développer les capacités dans les métiers des arts et de la culture afin d’accroître la professionnalisation du secteur culturel dans l’espace intra-ACP via la formation professionnelle continue et de la formation des formateurs.

ACP-EU SUPPORT PROGRAMME TO ACP CULTURAL SECTORS (ACPCULTURES II +ACPFILMS II)

FIRST CALL FOR PROPOSALS LAUNCHED – KEY QUESTIONS –

First call for proposals
March 1st to June 30th 2011

Objectives
Ø Enhancement of the creation and production of cultural goods and services in the ACP States in an interregional ACP context.
Ø Support for better access to local, regional, intra-ACP, European and international markets for ACP cultural goods and services.
Ø Strengthening of the capacities of cultural stakeholders, operators and entrepreneurs in the ACP States.

Priorities
Ø Special attention will be given to actions whose partnership includes the Caribbean and/or Pacific regions due to their special geographical situation.
Ø Intra-ACP cooperation is in essence geographical and occurs at supra-regional level
Ø Emphasis is placed on support of South-South cooperation
Ø Proposed actions must take account of the economic and social dimension of culture
Ø Priority will be given to actions with real relevance for ACP final beneficiaries.

Applicant and partners
Non-governmental organisations (NGO) or private sector bodies excepting public televisions in one case, nationals of one of the eligible ACP States, a European Union applicant or EEA Member State, whose bylaws are registered from at least two years.

Geographic coverage
Actions must take place in one or several eligible countries :
Ø 3 geographical areas (Africa, Caribbean and Pacific).
Ø 6 ACP regions.
Ø 27 member states of the European Union and 78 eligible ACP States.
Ø Final beneficiaries must be in ACP countries.

Cuba, South Africa and Overseas countries and territories (OCTs) are under special rules.

Partnership
Ø At least three (3) partners, including the applicant, from two ACP states
Ø When partnership involves African countries only, partners must come from two (2) African regions

Ø The number of ACP partners must be higher

Grant Amount
100.000 to 500.000 Euros (up to 800.000 Euro for cinema/audiovisual distribution/promotion), may not exceed 80% of the eligible budget

Sectors or themes

Lot 1: ACP Films II. Cinema/Audiovisual (7 Million Euros)

Ø Production
– Documentaries, TV series and films, animation films, full length films, radio programmes, etc.

Ø Distribution/Promotion
– Distribution and dissemination of ACP works, support for programming of ACP works, broadcasters, networking of professionals, digital dissemination and exploitation, radio programming.

Ø Training/Professional development
– Developing capacities in cinema, audiovisual and radio activities so as to build the professionalism of these sectors in the intra-ACP area through initial or continuing training and training of trainers.

Lot 2: ACP Cultures II. All cultural sectors other than cinema and audiovisual (5 million Euros)
– Theatre, music, dance, written and oral literature, books and publishing, the plastic and visual arts, photography, applied arts, performing arts, development of the material and immaterial heritage, architecture, design, fashion, artisan/crafts activities, cultural tourism, etc.

Ø Branches of activity related to the creation, production and distribution
– Encouraging ACP cultural operators to cooperate and work at trans-national level, to develop common cultural activities and to foster the emergence of an ‘industrial fabric’ of ACP cultures.


Ø Branches of activity related to training and professional development
– Developing capacities in artistic and cultural occupations so as to improve the professionalism of the cultural sector in the intra-ACP area through ongoing training and the training of trainers.
