Delphine Le Guen se bat pour que la population d’un quartier de Bagdad bénéficie de l’eau potable… En France, l’analyste Hugo Bessières enquête sur la réalité d’une menace irakienne. Pendant ce temps, des islamistes radicaux recrutent de jeunes français dans les cités pour se joindre à leur mouvement…

Fiction TV en deux parties pour Canal+

A travers cette fiction de deux fois 90 minutes, le réalisateur Félix Olivier et le scénariste Richard Schlesinger tentent de pénétrer les mécanismes qui incitent certains jeunes Européens à se tourner vers le radicalisme religieux et le terrorisme. Mais le fanatisme religieux n’est pas la seule problématique soulevée par DJIHAD. Félix Olivier et Richard Schlesinger y explorent plus généralement la question de la guerre en Irak et de ses enjeux économiques, politiques et humains. Ils mettent en scène plusieurs groupes aux rôles révélateurs dans ce conflit : les combattants du djihad, le Quai d’Orsay, l’armée américaine, ainsi qu’une ONG basée à Bagdad et spécialisée dans la distribution d’eau potable.

Paris, septembre 2002… Le Quai d’Orsay s’efforce de recueillir un maximum de données sur l’état du régime irakien et l’existence d’éventuelles armes de destruction massive. L’analyste Hugo Bessières, enquête pour fournir au ministre des Affaires étrangères de quoi contrer le point de vue belliciste des Etats-Unis. A Bagdad, Saddam Hussein vient d’être réélu avec cent pour cent des voix et défie Bush pour masquer la déliquescence de son régime. Delphine Le Guen dirige sur place une ONG qui bénéficie du programme ? Pétrole contre Nourriture? et qui fournit de l’eau potable aux habitants d’un quartier de Bagdad. Outre les difficultés quotidiennes, elle découvre que son organisation est gangrenée par la corruption. Dans les banlieues françaises, la frange dure des islamistes radicaux profite de ce contexte international tendu pour recruter dans les cités. Chérif fait ainsi la connaissance d’un petit groupe de salafistes qui donne un nouveau sens à sa vie…

Les Américains ont renversé le régime de Saddam Hussein. Ils décident de s’appuyer sur les chiites, persécutés par Saddam, pour stabiliser la région. Mais les attentats perpétrés par les radicaux sunnites font rapidement des victimes aprmi les soldats. Le colonel Hacker est sur les dents… Omar et son groupe reçoivent les ordres d’un nommé Luqman. Cet Irakien a des contacts en haut lieu et c’est lui qui désigne les cibles que Karim et Youssef doivent toucher… Chérif est arrêté et transféré à Guantanamo. On soupçonne son appartenance à Al-Qaïda. Delphine a décidé de rester en Irak. Mais Walid, ancien ministre du parti Baas, la fait enlever par les salafistes activistes du groupe de Youssef et Karim. Hugo, alerté, est dépêché en Syrie, zone d’influence de ces groupuscules…

Karim, Youssef and Cherif, three youths from the housing projects in the Paris suburbs, are recruited by a French agent of a Jihadist movement to fight the infidels in Iraq. A few months later, the three Arab-French boys arrive separately in Syrian training camps, and then find themselves in Iraq. Those who don’t speak Arabic fluently have trouble making themselves understood but all experience total culture shock: nothing in France had prepared them for the chaos of war. Back in France, with Hugo Bessières, diplomat with the Foreign Affairs Ministry’s Centre d’analyses et de previsions, we follow the course of French foreign policy on the eve and during the first phase of the Iraqi conflict. In Iraq, Delphine, who has spent more than ten years with an NGO developing a drinking water system in Baghdad, is kidnapped by a group of Bath opponents and « sold » as a hostage to Sunni Jihadists, among whom we find our three young French combatants. Bessières will do everything in his power to negotiate the release of the young woman…
