In Switzerland, more than 200’000 illegal immigrants live in fear: at any moment they risk being arrested without committing any crime. They can be tied up, handcuffed, gagged and returned to their native land by force on a special rendition flight. These people have a built a new life and started a family, yet Swiss officials can expel them from the country overnight. Why? Because they do not have any means of identification. Thousands of men and women find themselves in one of the 33 administrative detention centres in the country and could be incarcerated for up to 24 months. The filmmaker has chosen to immerse himself in the Frambois prison in Geneva, capital of human rights.

In der Schweiz leben mehr als 200’000 Menschen in ständiger Angst: Ohne ein Verbrechen begangen zu haben, riskieren sie, gefesselt, mit Handschellen versehen und geknebelt per Sonderflug abgeschoben zu werden. Die Behörden des Staates, in dem sie sich ein neues Leben aufgebaut und eine Familie gegründet haben, können sie von heute auf morgen des Landes verweisen. Warum? Weil sie keine Papiere haben. Jedes Jahr werden Tausende von Männern und Frauen in eines der 33 Schweizer Ausschaffungsgefängnisse gebracht und bis zu zwei Jahre inhaftiert. Regisseur Fernand Melgar hat sich in die Haftanstalt Frambois in Genf, der Hauptstadt der Menschenrechte, begeben.

Ogni anno, in Svizzera, migliaia di uomini e donne vengono incarcerate senza processo né condanna. Per la sola ragione di risiedere illegalmente sul territorio, possono essere privati della libertà per un periodo di due anni in attesa della loro espulsione.

Dopo « La Forteresse » – Pardo d’oro al Festival internazionale del film Locarno – che trattava delle condizioni di accoglienza dei richiedenti asilo in Svizzera, Fernand Melgar posa il suo sguardo sull’altra estremità della catena, ossia sulla fine del percorso migratorio.
Il cineasta si è immerso nel corso di nove mesi nel centro di detenzione amministrativa di Frambois, a Ginevra, uno dei 28 centri di espulsione per Sans papiers in Svizzera.

A Frambois si trovano alla rinfusa sia richiedenti asilo la cui domanda è stata rifiutata, sia clandestini. Alcuni tra questi si sono stabiliti in Svizzera da anni, hanno costituito una famiglia, lavorano, versano i contributi alle assicurazioni sociali e mandano i loro figli a scuola. Questo fino al giorno in cui i servizi cantonali di immigrazione decidono arbitrariamente di chiuderli in carcere per garantire la loro partenza dalla Svizzera. Il problema è che nessuno tra i detenuti è preparato a partire volontariamente, inizia quindi un lungo accanimento amministrativo per forzarli a farlo.

Dietro le porte chiuse delle carceri, il faccia a faccia tra il personale e i detenuti assume col trascorrere dei mesi, una dimensione di intensità a tratti insostenibile. Da una parte, una piccola squadra unita, motivata e impregnata di valori umani, dall’altra uomini alla fine della loro corsa, vinti, esauriti dalla paura e lo stress. Si allacciano quindi rapporti di amicizia e odio, rispetto e ribellione, gratitudine e rancore. Fino all’annuncio dell’espulsione, spesso vissuto dai detenuti alla stregua di un tradimento, come un’ulteriore pugnalata.

Questa relazione di « vita o morte », come è provato purtroppo dall’episodio più drammatico del film, si svolge per la maggior parte del tempo tra disperazione e umiliazione. Annientati dalla legge e dal suo implacabile ingranaggio amministrativo, coloro che si rifiutano di partire volontariamente verranno legati e ammanettati, costretti a indossare elmetti e pannolini, e imbarcati di forza su un aereo. In questa situazione estrema, la disperazione ha un nome: vol spécial.
