Ce long métrage documentaire accompagne le procureur général pendant les premiers procès de la Cour pénale internationale récemment instaurée. Luis Moreno-Ocampo enquête et poursuit les responsables des crimes atroces perpétrés contre l’humanité. Si les survivants des génocides voient en lui un héros, il a néanmoins des adversaires acharnés de droite et de gauche. Ce film de Barry Stevens offre un point de vue exceptionnel sur des événements historiques qui se révéleront déterminants.
Inspiré en partie du livre The Sun Climbs Slow: The International Criminal Court and the Struggle for Justice, d’Erna Paris.
Le réalisateur Barry Stevens suit Luis Moreno-Ocampo, premier procureur de la Cour Pénale Internationale, au Conseil de sécurité des Nations unies où il justifie l’établissement d’un mandat d’arrêt à l’encontre d’Omar Al-Bashir, président soudanais en exercice, pour faits de génocide, crimes de guerre et crimes contre l’humanité. Il le retrouve à La Haye où s’ouvre le premier procès de la Cour et, enfin, en République démocratique du Congo. Tandis que le procureur affiche une foi résolue en sa mission, ses détracteurs accusent sa justice de mettre la paix en péril.

Prosecutor
The world’s first permanent International Criminal Court is making headlines – issuing an arrest warrant for a sitting head of state for war crimes, Sudanese President Al-Bashir. Behind the charges: the court’s controversial Prosecutor, Luis Moreno-Ocampo. Our cameras follow the Prosecutor in New York as he defends the warrant at the UN Security Council; in The Hague, as he opens the Court’s first trial of alleged Congolese war criminal Thomas Lubanga; and in the Congo as he meets citizens affected by the trial. Critics say Moreno-Ocampo’s justice threatens peace. Champions of justice criticize his weaknesses. The Prosecutor must keep one step ahead of them all.
