D’abord un court reportage sur les exploits de Devi, un « justicier » auto-proclamé et analphabète qui, durant les années 1999-2000 a organisé le lynchage d’environ une centaine de voleurs, avec la complicité passive des autorités.
Ensuite suit un récit fictionnalisé intitulé « Peur sur Arribana » se déroulant dans une capitale africaine où la corruption gangrène le gouvernement et la police qui travaillent main dans la main avec la Mafia. L’histoire tourne autour d’une jeune femme dont le père a a été assassiné dans le rue. Elle découvre la complicité du juge et des forces de police avec les assassins. Elle planifie de venger la mort de son père.

First, a brief report about the exploits of Devi, an illiterate, self- appointed « lawman » who during the years 1999-2000 organised the lynching of about one hundred thieves, with the passive complicity of the authorities. Then follows a fictionalised account entitled « Peur sur Arribana » (Fear on Arribana) set in an African capital where corruption permeates the government and the police who work hand in hand with the Mafia. The story centres around a young woman who father has been murdered in the street. She discovers the complicity of the judge and police force with the assassins. She sets out to avenge the death of her father.
