Certains le prennent pour un fou, d’autres pour un génie. Yeux perçants, mains agiles, jambes déformées par la polio, Emmanuel Botalatala est le Ministre des Poubelles de Kinshasa. Ce poste n’est pas officiel. C’est son nom d’artiste.
Dans un Congo qui se dirige vers des élections aussi capitales qu’incertaines, le Ministre a une « destinée ». Depuis les quartiers populaires, il crée des tableaux hautement politiques et en relief à partir des déchets que Kinshasa vomit chaque jour.
A 64 ans, il est à un tournant. Sans un franc congolais en poche mais bien aidé par sa femme Marguerite et ses apprentis, il se plonge dans la dernière tranche de sa vie. Et rêve d’un coup d’éclat à la face de Kin-la-frénétique : créer un centre culturel pour y sauver son œuvre et former les Ministre des poubelles de demain.
Guidé par son envie de laisser une trace, le Ministre des Poubelles ouvre sur le rôle qu’un artiste et sa vision peuvent jouer dans un pays qui se cherche.

L’art est l’effort constant d’un homme pour créer une réalité différente de celle qui lui est donnée, disait le grand écrivain nigérian Chinua Achebe.
En 2012, après avoir passé plusieurs mois à l’Est du Congo dans un mensuel indépendant, j’ai découvert une œuvre étonnante, sur Internet. Un tableau en relief appelé « Pèlerinage vers un hypothétique état de droit ». Il était signé Botalatala.
Je me suis demandé qui était cet homme, qui se surnommait le Ministre des Poubelles, faisait de l’art avec des déchets, travaillant des thèmes politiques, mélanges de tourments et d’espoirs pour son pays, la République démocratique du Congo.
En 2014, je me suis rendu un mois à Kinshasa pour partager sa vie. Le pays commençait à amorcer un virage vers des élections à hauts risques. Ce climat politique très tendu aujourd’hui ne pouvait que nourrir les « tourments intérieurs » du Ministre, prêt à les coucher sur ses contreplaqués. Durant trois ans nous avons suivi la trajectoire unique de cet homme, qui partage bien des inquiétudes de ses concitoyens, et, sans doute, des spectateurs.
Il crée autour de son dégoût pour la guerre, de son envie d’une passation de pouvoir pacifique entre politiques, du respect de l’environnement à l’ère du changement climatique, des contradictions de la coopération nord-sud et des appétits économiques que son pays, le Congo, aiguise sans cesse.
A 65 ans, Botalatala est à un tournant personnel, aussi, et cherche à sauvegarder son œuvre, laisser une trace et former la relève.
Dans son quotidien, au coeur de la « cité », se révèle un petit monde insoupçonné, reflet de la vie kinoise. Aux côtés du Ministre, on retrouve ceux qui l’aident à accomplir sa mission : Richi et Eric, ses apprentis confrontés à la débrouille, Romain, prof éthique et directeur de cabinet et surtout Marguerite, l’épouse du Ministre.
Tous donnent corps à ce film et ont beaucoup appris à la jeune équipe de tournage que nous sommes et qui partage bien des aspirations avec eux.

Minister of Garbage (The)
Some see him as a madman, others as a genius. Sharp-eyed, nimble-fingered, polio-crippled Emmanuel Botalatala is Kinshasa’s Minister of Garbage. The position is however unofficial; it is merely a stage name. As the Congo heads towards critical and uncertain elections, the Minister has a « destiny ».
In the capital city’s working-class districts, he creates three-dimensional artworks with the waste vomited day after day by Kinshasa. Through those, he puts forth a reflection on his country’s and Africa’s evolution. At 64 years of age, he finds himself at a turning point. Entering the last portion of his life completely penniless,

Richi, his multitask apprentice; Eric, an artist in the making and baker in the evening; Romain, his head of cabinet; and Marguerite, his second wife, will help him achieve his destiny in a city where everyday life is about getting by and surviving. Through the Minister’s work method and unique and stubborn route, the film addresses the role the artist and his vision can play in a country searching for itself.

Art is man’s constant effort to create for himself a different order of reality from that which is given to him, wrote the Nigerian writer Chinua Achebe.
In 2009 and 2012, I worked in South Kivu in a fragile yet fascinating journalistic project. Soon after I came back, I discovered by chance, on the Internet, an amazing piece of art from a man who’s following the track of Achebe’s word. It was in three dimensions, with this title: « Pilgrimage to an hypothetical rule of law. »
On it, an Africa-shaped man was walking towards this Rule of law that many countries are still looking for. The piece of art was signed Botalalata. I got in touch with this man, who is also called the Minister of Garbage. He was born in the rainforest, worked in a bank before dedicating his life to develop his own kind of art. He told me : Come to Kinshasa.
Three years later, there is this film, about the daily life-course of an artist who attempts to save his works from the rain and dust. A life-course of a man who thinks about the destiny of his country, when nobody exactly knows when the elections will take place. Botalatala shares many concerns with his fellow Congolese.
He creates thanks to his disgust for war, his will to see the first peaceful transition of power in his country, his criticism of the dangerous ambitions of Men and the looting of his country.
His art comes from the dozens of tons of garbage vomited every day by Kinshasa, also dubbed Kin-Poubelle (Kin-Dustbin). Botalatala recycles this garbage, give it a new life in its pieces and face many obstacles in his work.
As he’s now 65, Botalatala wants to leave his footprint and train the next Ministers of Garbage. During three years, we followed him, learned his language, in an immersion in his city and daily life in Kinshasa popular neighborhoods. In the intimacy of the « parcelles » (houses), we discover the pursuit of a life with a meaning carried out by the people who help the Minister accomplish his destiny.
Richi, the « multitasking » apprentice, Eric, artist during the day, baker at night, Romain, a very ethical teacher who’s also Botalatala’s cabinet director and, last but not least, Marguerite, his patient and dedicated wife, give shape to this documentary.
