Avril 2019 marque la date des vingt-cinq ans du début du génocide rwandais, qui a fait plus d’un million de victimes, tutsies pour la plupart. D’avril à juillet 1994, les massacres commis par les milices et extrémistes hutus, l’ethnie majoritaire au pouvoir à l’époque, ensanglantent le « pays des Mille Collines », dans l’indifférence honteuse de la communauté internationale.

Pourtant, vingt-cinq ans plus tard, le Rwanda s’est relevé, et sa métamorphose est spectaculaire. Ce petit pays sans accès à la mer affiche des indicateurs économiques qui font pâlir d’envie tout le continent africain. Il s’est fixé un objectif, appelé « vision 2020 » : celui de transformer ce pays majoritairement agricole en pays moderne et doté d’une industrie de pointe. Des investissements massifs ont lieu dans tous les secteurs d’activité : BTP, textile, énergie, nouvelles technologies, santé, éducation, environnement, tourisme. Des drones sont utilisés pour ravitailler les hôpitaux, de nouvelles facultés sortent de terre pour former les élites de demain, le lac Kivu est foré pour en extraire du méthane qui est transformé en électricité, des hôtels de luxe s’implantent dans les parcs nationaux, riches d’une faune exceptionnelle. Le pays connaît une profonde mutation, comme en témoigne le chanteur et écrivain à succès franco-rwandais Gaël Faye : « Il y a une forme d’urgence mais aussi de croyance en l’avenir. Tout le monde est persuadé que les choses vont aller mieux, et ça donne cette forme d’énergie, de frémissement qui motive. »

Pourtant, le traumatisme du génocide reste encore vivace, même parmi les jeunes générations. Mais le Rwanda veut aller de l’avant et veut croire au credo de la « réconciliation » prôné par le gouvernement. À sa tête, le président, Paul Kagamé, l’homme fort du pays, qui a mis fin au génocide en juillet 1994 et garde les rênes du pouvoir.

April 2019 marks the twenty-fifth anniversary of the start of the Rwandan genocide, which claimed more than one million victims, most of them Tutsi. From April to July 1994, massacres committed by Hutu militias and extremists, the majority ethnic group in power at the time, bloodied the « country of a thousand hills », with the shameful indifference of the international community.

Twenty-five years later, however, Rwanda has risen again, and its metamorphosis is spectacular. This small landlocked country has economic indicators that make the entire African continent green with envy. It has set itself a goal, known as « Vision 2020 »: to transform this predominantly agricultural country into a modern country with cutting-edge industry. Massive investments are being made in all sectors of activity: construction, textiles, energy, new technologies, health, education, the environment and tourism. Drones are used to supply hospitals, new faculties are being built to train the elites of tomorrow, Lake Kivu is being drilled to extract methane which is transformed into electricity, and luxury hotels are being built in the national parks, which are rich in exceptional wildlife. The country is undergoing a profound transformation, as the Franco-Rwandan singer and successful writer Gaël Faye has said: « There is a form of urgency but also a belief in the future. Everyone is convinced that things are going to get better, and that gives this kind of energy, this quivering that motivates. »

Yet the trauma of the genocide is still alive, even among the younger generation. But Rwanda wants to move forward and believes in the government’s credo of « reconciliation ». At its head is President Paul Kagame, the country’s strongman who ended the genocide in July 1994 and still holds the reins of power.

Between economic success and restriction of freedoms, can the country serve as a model for the African continent?
