Melvyn, un métisse sud-africain passionné a une mission : faire du carnaval de Cape Town un événement international. Mais quelques membres de sa famille ne sont pas d'accord.
La mère de Melvyn vient de mourir. Inconsolable, il continue pourtant à diriger les préparatifs de sa troupe pour le Karnival de Cape Town qui aura lieu avec la population des "sangs-mêlés". C'est ce que sa mère souhaiterait. Ancien gangster, Melvyn lutte pour que l'événement attire autant de jeunes que possible dans l'espoir qu'ils soient ainsi encouragés à abandonner la drogue et la délinquance. Mais son fils et sa fille, ayant réussi à sortir du "cercle vicieux" des banlieues, ne le soutiennent pas.

Melvyn's passion is Karnival. He is a charismatic figure with a gift for communication and becomes a forceful go-between linking his community with the Government, the sponsors and the police. The fact that he is an ex-con makes him even more effective by gaining him the confidence of the gangs whose members are prevalent within the 40-odd Karnival troupes.
