Michel Régnier started off as a journalist-photographer in France and the Ivory Coast, where he also made some documentary shorts.
He arrived in Canada in 1957 and immediately landed a job with the National Film Board as an assistant and worked on some 15 documentaries. In 1959, he made his first short at the NFB, Little League, about children’s baseball clubs in Quebec City. This was followed by X…raconte, a series of 26 short films for children made for Canadian television.
That same year, Régnier left the NFB to work as freelance filmmaker and explored a wide range of subjects, such as industry, artists, science and sport.

In 1963-64, he made a series of 13 shorts for Radio-Canada called L’Afrique noire d’hier à demain, acting as director, cinematographer, editor and narrator. Then, until 1967, he freelanced for the NFB and the private sector on documentary and dramatic films as a director, cinematographer or editor, and sometimes all three on the same film.
In 1967, he returned to the NFB as a staff director, joining the Challenge for Change/Société nouvelle team, which was making social films by filming ordinary people or helping them to film themselves so as to create a group dynamic, with the help of neighbourhood citizens’ committees. A 15-film series produced under this program was Urbanose, about urban planning in Montreal and other major cities around the world. This was followed by Urba 2000, consisting of 10 films showing concrete measures to improve living conditions in major Canadian, American and European cities.

After working in the Groupe de recherches sociales and then Challenge for Change/Société nouvelle for seven years at the NFB, Régnier turned his attention to the Third World. He was interested in all major issues and humanitarian crises.
In 1975, he worked as researcher and advisor for headquarters staff preparing the first United Nations Conference on Urban Settlements (Habitat) to be held in New York, and provided technical assistance to African filmmakers and the information services supporting them.
In 1978, he embarked on another large-scale project, Santé-Afrique, a series of 31 films for training and development of front-line health workers in French-speaking Africa.
In 1979, Régnier visited an iron and steel complex in Wugang, a major industrial city in central China. In Un mois à Woukang, he shows the daily life in this city by filming a couple who work at the complex and their family. He then documented life in Cambodian refugee camps in Life Begans in January (La vie commence en janvier), shot near the Khmer-Thai border at the beginning of 1980.
He returned to Canada for a while in 1982 to make Les Enfants du Gumbo, showing the situation of Franco-Albertans living in the Peace River region in northern Alberta.
In 1983, Régnier undertook a series of five films for training paramedics and rural health care workers, primarily in Bangladesh, West Bengal and South-East Asia. Soul and Rice is available in French, English and Bengali versions.
In 1986, Régnier made a feature-length documentary for the International Year of Shelter for the Homeless. In depicting the daily life of a 22-member family living in a ramshackle house in Ecuador, La Casa reveals the daunting problems facing tens of millions of people in the slums of Latin America.
In Black Sugar (Sucre noir) (1987), Régnier shows that slavery still exists and denounces the sugar plantations in the Dominican Republic, virtual prison camps where 200,000 Black slaves toil up to 15 hours a day under miserable conditions only minutes away from the tourist beaches. The film won three awards.
Apsara and All the Children of the World (Apsara et tous les enfants du Monde) (1988), is a hopeful film in which Régnier shows that poor families can be given a decent future. However, he soon brought us back to hunger and poverty, where hope often has a human face, with Les Silences de Bolama (1989), L’Or de Poranga (1990-91) and Le Monde de Fredy Kunz (1990-91), about a Swiss priest working in the slums on the outskirts of São Paulo.
After this film, Régnier focussed on women in the series La Plus Grande Moitié du monde (The Greater Half of the World), which to date comprises three documentaries, including Elles s’appellent toutes Sarajevo (1994), a compelling profile of seven women trying to cope with the horrors of the war in Bosnia.

In addition to making films, Régnier has published collections of poems and photographs and in recent years has been writing short stories and novels.
